DUTIES

  • Manages any program related award processes and human capital issues, department-level strategic planning, coordinating multiple projects and their interdependencies.
  • Coordinates/creates/tracks CT-PI checklist/SOP for managing internal awards for the department chief/division chief. Creates award certificates, coordinates award printing and delivery to local and overseas CT personnel; maintains internal award tracker.
  • Coordinates/creates/tracks CT checklist/SOP for managing DTRA quarterly and annual awards presented each year and honorary civilian awards. Manages systems on DTRA1 using the Civilian Incentive Awards workflow and the Honorary Awards Workflow. Creates CT certificates for signature by the CT director, oversees distribution to the department chief or supervisor; maintains CT award tracker.
  • Manages CT civilian awards annual budget of $49,000+.
  • Coordinates monthly updates and distribution of the CT Organizational Chart. Provides data for review to CT Senior Leadership, Division Chiefs, first line supervisors, A&AS Senior Leadership, as well as A&AS Department staff.
  • Serves as primary point of contact for the CT Onboarding program. Manages checklist emailed to Sponsor and Supervisor. Track and update the CT Onboarding program according to annual DTRA guidance. Maintains all checklists in a secure area for completion.
  • Serves as the secondary liaison support with the Human Resources Directorate to provide guidance and create efficient procedures for CT Civilian Manpower and Civilian Operations. Provides assistance with change management, mission, recruitment and staffing lifecycle as well as strategic planning
  • Performs data analysis and executes development of documents in support of Directorate specific manpower processes e.g., extension packages. Collaborates with the HR Directorate to update policies and procedures specific to the CT Directorate that influence manpower. Coordinates Civilian Manpower personnel recruitment packages with DTRA HR amongst many stakeholders to fill the current CTR vacancies.
  • Supports recommendations and executes task reviews, position descriptions, human resource review boards, backup for strategic recruitment discussions career ladder exceptions, superior qualification appointments, detail memorandums, memorandums of understandings or agreements, facility access lists, recall rosters, and other manpower related functions and processes.
  • Provides general office administration, records management, knowledge management, task allotment and tracking, quality control and assurance. Interact with various offices of associated DoD departments to clarify and complete needed administrative tasks.
  • Responsible for ensuring all project-level requirements are being met and processed according to the DTRA guidelines.
  • Demonstrates general task and project management expertise providing oversight in developing SOPs, ensuring quality assurance, knowledge management, and acquisition life-cycle support.
  • Performs other duties as assigned by client.

REQUIRED SKILLS AND QUALIFICATIONS:

  • Secret Clearance or the ability to obtain a Secret Clearance
  • Bachelor’s Degree, or equivalent combination of education and experience
  • At least 3 – 5 years’ experience in military personnel processes and/or federal employee policies and processes.
  • Ability to adapt to a changing environment and handle multiple priorities.
  • Demonstrates proficiency with Microsoft Office tool suites.
    Demonstrates managing senior level calendars and ability to write for Senior Leaders
  • Demonstrates ability to communicate both orally and in writing, clearly and effectively to senior leadership.
    Ability to work collaboratively and independently.
  • Ability to work on multiple projects which includes prioritizing, tracking, attention to detail, follow-up and follow-through to ensure project completion.
  • Strong attention to detail, communication, critical thinking, and problem-solving skills.
  • Strong technical writing skills

DESIRED SKILLS AND QUALIFICATIONS:

  • Experience in DTRA or similar Defense Agency or high-level Command.
  • Prior DTRA CTR experience is preferred.
  • 5+ years’ experience in military personnel processes and federal employee policies and processes.
  • Knowledge of pertinent rules, regulations, and policies affecting areas of responsibility.
  • Knowledge of USG Civilian and Military performance evaluation and award systems.
  • Mid-level skills and abilities to develop new methods, procedures, guidance, and policy directive for the Directorate.
  • Mid-level experience with Federal Government staffing and placement.
